Dallas North Tollway Heads North with the Phase 3 Extension
The North Texas Tollway Authority (NTTA) is currently extending the Dallas North Tollway (DNT) from SH 121 to US 380 north of Frisco. Officials broke ground in March 2005 for this estimated $264 million Phase 3 extension and construction of the project is well underway. The extension is approximately 10 miles in length with three lanes in each direction.
This new section is scheduled to be open to traffic in September 2007. When completed, the Tollway will stretch from downtown Dallas at Wycliff Avenue north to US 380, for a total length of 31.6 miles. The City of Frisco and Collin County have secured the necessary right of way for the project. Dallas Parkway access roads have been in place from SH 121 to FM 720 for several years and in 2003 one side of the access roads opened to traffic from FM 720 to US 380.
The most recent extension of the Dallas North Tollway opened in April 2004 and was a joint project with the Texas Department of Transportation (TxDOT). That 1.5 mile, $41 million extension began in early 2002 and was a six-lane extension of the DNT from Legacy Drive in Plano to Gaylord Parkway in Frisco. It also provided a four-lane overpass of SH 121 over the Dallas Parkway, and new service road sections at SH 121. The project was completed four months early.
That extension and the Phase 3 extension incorporate the new style of the NTTA’s roads, called the System Wide Design Guidelines. The NTTA Board of Directors adopted these guidelines in 2003, which include the new plaza canopies, identical to the new Gaylord Parkway ramp canopies. These guidelines also include new wall textures, light fixture designs, bridge railing designs and colors. There will be a Main Toll Plaza located between the Main Street and Eldorado exits.
Economic development along the Dallas North Tollway extension at SH 121 has dramatically increased, in part due to the Tollway extension. It has improved access to the Dr Pepper/Seven Up Ballpark and the Dr Pepper StarCenter in Frisco. The extension to US 380 will provide access to the new Pizza Hut Soccer Complex which opened this summer at the corner of Main Street and the Tollway. It will also provide access to Frisco Square; a multi-generational, master-planned development comprised of 147 acres and to include 4.4 million square feet of office, retail, multi-family and municipal facilities. When complete, Frisco Square will serve as the official town center for the City of Frisco, anchored by the new City Hall currently under construction and scheduled for occupancy in early 2006.
The Phase 3 extension of the Tollway opens the door to even further development of the North Texas region and communities north of US 380. Already a preferred alignment for a Phase 4 extension of the Tollway to the Grayson County line has been selected and feasibility studies are proceeding with that project. Those communities north of US 380 have already begun their efforts to preserve the right of way so that the Tollway may someday extend into their communities as well.
